What has Labour achieved?

■ Labour was the only party to vote against the revised Local Plan in 2016 because
of excessive sprawl into countryside and green belt land. The independent
Inspector largely agreed with us – except for the use of land in East Whitnash,
which we continue to oppose even though it is included in the final Local Plan
adopted in 2017
■ opened up public access to HMO concentration mapping data and viability
assessments
■ improved consistent, robust application of HMO policy (originally introduced to
limit the over concentration of HMOs within certain areas of Leamington) and of
the approach to parking assessments

 

What will Labour do if elected?

■ adopt a default policy of transparency, so that appropriate key documents such
as viability assessments and pre-application advice are available to the public
■ ensure the H6 policy to limit concentration of HMOs is firmly and consistently
applied
■ introduce policy to ensure adequate broadband is installed from the outset on all
new developments
■ encourage more environmentally friendly housing by introducing a new planning
policy on all new developments
■ clarify and strengthen policy on how parking issues are assessed, in order to
improve consistency and protect settled residents’ amenity rights
■ adopt tougher policy to encourage better use of land in line with emerging new
planning framework
■ develop planning policy on Affordable Employment Land
■ adopt the government’s minimum internal space standards to stop more ‘rabbit
hutch’ developments (around 60% of our new houses fail the standard)
■ protect and defend designated employment land allocated in the Local Plan
against alternative development
■ fulfil our legal obligation to provide gypsy and traveller sites (as the lack of
allocated sites currently is causing the illegal encampments on our parks and
open spaces)
■ ensure adequate travel plans are a requirement of new developments to reduce
both the use of cars and the environmental impact of car use. To use a mix of
measures including support for bus services, car sharing, provision of bicycle
parking, showers and changing facilities for cyclists and pedestrians, electric
charging points and hybrid/electric cars
■ adopt full, local public consultation and participation on proposed service
improvements such as in leisure centres, parks and support services
■ require the provision of full services infrastructure to go with the new proposed
housing including schools, health provision, shops and good access to public
transport.
